Rei has no solid idea of what to make of Lee. He is a bundle of energy and is extremely excitable and being around him is very, VERY loud. Both physically and spiritually, he is just...wow. Okay. It's nice in some ways because he is very, very fiery and passionate and senshi of passion reporting but he should take it down a notch. She does like him, so far, he hasn't done anything to engender ill-will or trigger her general dislike of men. She doesn't really trust him, but she definitely thinks he's okay. Conflicting feelings are youthful though.
Phoenix is...the exact opposite. Phoenix is the kind of person that Rei honestly and seriously respects and likes and trusts. He hits all the right notes to make her care about him, and willingly open up. He's open and up front with her, he treats her with respect, and he's actually been quite kind without asking for anything more than catching a runaway iron in return. There's no expectation or pressure from him, and it's the same for her, she feels like he's someone trustworthy who's ideals line up heavily with her own.
He's never shown even an ounce of doubt in her, or anxiety about being around her and that counts for a whole lot in an older person. Her experiences with people in his age bracket tend to err towards them doubting her, treating her like a child, and being bothered by her spiritual side. Phoenix has never once given her even an inkling of that, and she finds that refreshing.
And finally, there's his daughter. The first conversation she and Phoenix ever had was largely about him being genuinely concerned for Trucy's well being in the colony. He may not have any idea what something like that means to her, but that raised her esteem of him immeasurably. She's from a fairly broken home, with one of the worst non-physically abusive fathers imaginable. He literally didn't even come see her mother as she was dying because of his job, and Rei's opinion of fatherhood is so colored by that experience (she was maybe 5), that seeing someone behaving like she feels a dad should behave leaves an incredibly positive impression.
It's hard to say what she doesn't like about him. He's a bit of a doofus, but that's charming in it's own way (look at her own protag), and she'd honestly probably go to him for advice. She may do that sometime soon after my hiatus, just to talk and use him as a sounding board for some things.
