To then write a program that would be able to simulate the emotions and compulsions of a human would be impossible. If that kind of simulation or technology were possible then there would be no need for the MWPSB to employ enforcers or investigators."

Plus what would be the point of creating a program that you would then regulate the way that the sybil system did. If they weren't real then there would be no crime and no need for law enforcement to begin with.
