First: raging guilt. He gets called a lolicon a lot in his canon, because he acts in a super creepy stalkerish inappropriate way towards a trio of esper kids for.... a lot of really complicated reasons ahaha. But he really isn't and even says repeatedly in his canon, I'd never lay a hand on a child, and in fact he sails around the ocean rescuing esper kids etc etc. So the idea that he actually did come on to Annabeth, and had naughty thoughts about her is just rattling him to his core. So he's currently twisting in the wind trying to figure out how to apologize, etc.
Second: intense protectiveness. Having glimpsed her background, she's exactly the kind of kid he wants to protect. She has powers, she has been on her own since a young age, and has had to seek out others of her own kind, because no one else really understands her struggles. In some ways, she's worse off than the espers of his world, in the sense that she has had actual monsters chasing her all her life.
Sadly however, he knows that she'll probably never trust him after what happened, so the only way he can protect her or watch out for her is to float above her or conceal his presence with hypno and just basically stalk her in a way that's going to seem really inappropriate and creepy and we should play that out sometime.

IRONICALLY she'd be mostly willing to give him a second chance after that first meeting given that she was also affected, but the stalking will get her angry all over again

subtle, Hyoubu
...and fails. Except Andy comes around on his own, and fights roombas and fujoshi soldiers back to back with him, and saves his life etc. Andy is obviously going to join PANDRA and they're all going to sail off into the sunset with their hundred kids or whatever. Except Andy walks out on everyone, even trying to sneak off without saying goodbye.
He even tried to give the limiter back with the goddamn heart on it, Andy what is your problem???
Of course, the irony is that had Andy stayed with PANDRA, he would have been held firmly at arm's length. He'd have to report to Magi, and refer to Hyoubu as "Major" and any pretense of intimacy would disappear because that's just how Hyoubu relates to other human beings.
Fast forward two years and Andy has joined forces with Princess Sophie, which Hyoubu grudgingly accepts is a good use of time, particularly since it offers a chance for Yugiri to have some stability and safety in her life, living with two people she loves. Hyoubu would have been delighted to keep her on the Catastrophe indefinitely, but with all the PANDRA kids going to Normal school, it would be very hard for her to accept that no, she can't go too, because her powers are so unstable.
And so anyway, that would have been that. But then Andy turns up in imaginary space, when Hyoubu is feeling a bit vulnerable as you do when you've just been stabbed through the chest with a steeple and inexplicably saved the life of your own worst enemy. Andy still has that limiter on (WITH THE HEART) and Hyoubu isn't sure what to make about that. In any case, they seem to fall back into their old ways of relating to one another, two years ago really seeming like yesterday, with Hyoubu teasing and flirting — but making it clear that flirting is just another way to rattle Andy, and definitely never, ever serious.
And then the damn Tarot card event thing happened. Dog!Andy was all over him, basically demanding physical affection; and having pulled the Chariot card, Hyoubu's thoughts went way way beyond whatever he has ever consciously admitted to himself. And so when the event ended, he was willing to take the plunge... and made a complete fool of himself. Or at least that's how he sees things. If he were an actual adult, he'd talk to Andy about it and they could resolve what happened one way or another. But the thing about Hyoubu is that although he has lived for a long time, he's still a teenager, mentally. Add to that his baseline levels of guilt and violent self-loathing, and you get a guy who really can't talk about his feelings in any rational or mature manner.
So! He's going to pretend it never happened. But he's always going to have this itching, nagging feeling in the back of his mind, this "what if?" And he'll go through a thousand explanations and justifications and then shut himself down and then start wondering again. Which is going to make him even more insufferable to live with, sorry Andy.

He's probably going to keep stalking her and swooping down if he thinks she needs a hand, but also encouraging her to use her powers to defend herself because that's how kids grow up strong.
....he'll also be pretty surprised when (if) he finds out she's........ not a kid, because he has an older sister who has also managed to stave off the aging process, and she used to bully him something fierce and he's still a bit traumatized by that. Mary is obviously not a bully but the memories of it all will make him twitch. A bit.
