He's kind of neutral on William... On one hand his personality seems easier for Togami to grasp, but on the other hand he gets the vibe that William underestimates him, which makes him more resentful/view him as something to be surmounted. I don't think he knows that William and Leon are friends?? He probably forgot if he was ever told. If he did know, it would mostly just make him a little more cautious (in that he isn't in control of what information William is receiving from Leon, canon-wise or Cerealia-wise).

He's particularly interested in William's whole magic story though. He kind of rolls his eyes at people who just... ARE magical/supernatural, but if it's a "normal" person who later acquires those powers, it appeals to him, since he is a person who acquires things. So he still has background interest in that!! And if he's gathering info for him, that's pretty useful.
