As harsh as it may be, this is Togami we are talking about, and in his estimation Leon's most positive quality is his convenience. It's convenient that he's a classmate that understands some things without being told! It's convenient that he's willing to be an ally and a friend when he is in need of connections and... general human interaction. And someone to trust. And of course it is now also convenient that if he has any physical urges he can try to make Leon deal with them.
Basically it's hard for him to say that he likes or dislikes Leon. But he appreciates him in a way that he isn't entirely conscious of. Leon treats him like a normal, flawed human, but also a normal flawed human that he kind of likes, which is a unique combination of qualities that usually doesn't get applied to him. Maybe, it's kind of fun to be a normal flawed human?? A little. And if it's not, then Leon has no illusions that Togami is not a standoffish analytical rich kid, so he can retreat to that whenever he wants without sacrificing much. So he's become pretty comfortable with him. He's still resistant to Leon getting actually close to him though, and will continue to try to hold him at a certain emotional distance. Even though he partially relies on Leon to help him through vulnerable moments, and even though Leon occasionally sneaks past his guard a little, he tries to make sure he gets out of that situation before he exposes anything.
He'd probably look out for Leon if a dangerous situation arose and it probably wouldn't be 100% out of obligation, but, still a lot of that.
As it happens, Togami has a lot of experience dealing with morons...... For as much as he acts intolerant and superior, he'll wrangle people who are way more irritating than Raven, as long as they are otherwise useful. In a way, since he barely gets along with anyone, it actually makes him particularly capable of dealing with annoying or facetious people, since he doesn't see liking someone as a requirement for interacting with them, lol.
He doesn't really "like" Raven either, but he definitely doesn't dislike him, and after the interlude he has a sense of Raven being actually capable behind all the frivolity. That's something he can at least appreciate, and he has overall positive feelings. And now it seems like Raven already has connections, which is pretty impressive for someone who hasn't even been here that long!! Now that I think about it he's kind of similar to another more adult character in DR canon that Togami actually outright praises for being capable.
Also even though Togami is very serious and sincere about how he doesn't have respect for his elders as a general group—he has so much heavy life experience and high standards that age alone isn't impressive to him—Raven actually did catch him off guard in their first thread when he got that serious about getting numb to death. It was more... on his level?? Togami tries to smack people down with shock value a lot but Raven seems relatively immune. In general he thinks Raven "gets it" more than most people he meets, and that's kinda comforting, in its own way.
He's kind of neutral on William... On one hand his personality seems easier for Togami to grasp, but on the other hand he gets the vibe that William underestimates him, which makes him more resentful/view him as something to be surmounted. I don't think he knows that William and Leon are friends?? He probably forgot if he was ever told. If he did know, it would mostly just make him a little more cautious (in that he isn't in control of what information William is receiving from Leon, canon-wise or Cerealia-wise).

ARE magical/supernatural, but if it's a "normal" person who later acquires those powers, it appeals to him, since he is a person who acquires things. So he still has background interest in that!! And if he's gathering info for him, that's pretty useful.
