Rei considers Athena to be a friend. She values her highly, and she puts a lot of trust in her. I don't have a lot more to say about that that you and I haven't already discussed at length though. Rei doesn't have many friends, but Athena is definitely one.
Tadashi though? Rei's unsure of. Not because she doesn't know him well, but because he seems really...unsure of himself. Yes he works hard, but to what end? She's a little unclear on his motivations beyond Hiro, and while yes protecting family is important...he's gotten a second lease on life and he should take it.
And Ema doesn't know Athena too well, but she likes her! she's a cool lady, and really actually younger than Ema in a weird way? But she seems nice, and that's cool. Ema's just happy that Phoenix has someone else around to take care of him.
