Illidan sees Terra as something of an annoyance. He sees that he has great potential with his powers but he's stifling them for trivial reasons like forethought and morality. He thinks the power is wasted on someone so naive and hesitant to kill, and feels that if there was a tough decision to make, Terra would not make it.

His hope is that eventually he will convince Terra to listen to reason (using the term "reason" loosely here), and take his powers more seriously. If he did, Illidan would enjoy guiding him and helping him manage his power, but Terra seems pretty stubborn and hesitant, so he doesn't plan on going out of his way to tutor him.
