eEL FRIEND. She thinks he's pretty damn awesome, first of all. She kind of likes the whole tall, scarred, and stoic thing he's got going on and finds him rather cute/attractive-- because this is kind of the first thing Oona judges on, because she's shallow.

His electricity thing is super cool, she's so jealous, though she thinks it must be lonely and really fucking sad that he can't seem to really go swimming or cuddle with someone in the rain/water. Clearly that's the most tragic thing here. He doesn't seem put off by her... well. Her being her LMAO and he does have a sense of humor, dry as it may be--she finds it endearing rather than annoying.

In general she just really wants to get to know him more and learn more about him-- she's intrigued by him, and she'll definitely make it a point to seek him out and talk to him more. Gotta get those eel cuddles whether he wants them or not!!
