First off, Sousei was definitely one of the people in this game that he disliked— a lot. He didn't really show it cause that's just how he is other than some bantering and teasing but he knew that Sousei was somebody strong and doesn't deal with people's shit? So he really came to respect him from a distance.
BUT NOW, because of how Sousei seems to be with relationships, he finds it a really be achievement if Sousei accept him and is really striving for it. Also, he thinks if he's closer to Tenka he should probably be closer to Sousei so it's a really big deal he becomes a good friend.
I don't know. He seems to want to latch on to cranky people. :/ Katsura is pretty co-dependent when it comes to relationships even if he is independent with his ambition and dreams, so I guess he feels like winning Sousei's friendship is a huge deal since it looks like he's somebody who doesn't just give it out that often.
He really wants to use Sousei against CERES, so he really doesn't want to fuck up their relationship they have. But, he thinks that if he did, Sousei would still assist against the evil corporation, etc.
He also thinks Sousei is pretty. Not sorry. No homo.

I think Athena was basically his first real friend in this game and it all started with dramatics in McCERES. Zura really appreciates her creative mind because he knows she has one and really respects her positive attitude of "yeah, we're gonna do thing and it's gonna be this way!" Definitely a good sign of being a leader which he is back home. He respects her because he thinks she is going to get very far in life because of her attitude at such a young age.
She also doesn't seem.. annoyed by him? WHICH IS A PLUS. GREAT JOB, ATHENA. Possibly one of his only friends here who doesn't really get.. irritated or annoyed by him. That's always good. Friendship is good.
Athena is somebody he would protect at all costs here. And you know how Gintamas are and their 'oh my god I gotta protect people' complex. It's a huge, HUGE compliment when a Gintama wants to protect you. ♡

LMFAO... ok this CR. Like, I'm not even sure myself that Zura 100% thinks of Hiccup. I honestly think he just looks at Hiccup and is like, 'damn, that's a cool guy.' And not just because he has a dragon but like... that's a big part of it. HSKDJFKF.
Hiccup is from a very different kind of world (Dragon Quest), and I think he is really fascinated by who he is and what he's been through, what he is going to do. He wants to learn more about that stuff! Teach him to be a viking.
I ...don't know why he blushes a lot around Hiccup? It's probably because Hiccup says a lot of things about Katsura that are compliments or acceptance of him and he's just like '????? really, it's that easy for somebody to be my legitimate friend?'
Not to say that Zura doesn't have any in his canon, but.. Gintama friendships are.. special. And usually include copious amounts of violence. You punch the people you love, basically. He's like an acquired taste for people to get attached to, so to have Hiccup be friendly to him without threatening him is really nice.
Hiccup is one of the people here that he personally considers very close and would fight alongside him or protect him at all costs. Like I said in Athena's blurb, when a Gintama wants to protect you, it's a huge compliment!

OH MY GOD LIKE... THIS CR.. I'M SO THIRSTY.. I MEAN, THIRSTY FOR THEIR BROMANSHIP, FOR REAL. NOT THE OTHER KIND OF THIRSTY.
I didn't expect Hiro to get and understand Katsura with all of his blahblah paranoia against CERES talk BUT HE GETS HIM SO MUCH. And Zura is like, 'this kid is a genius and is probably going to save us all oh my god I have found the holy grail amongst heroes here.'
It's new CR, but Katsura has also sworn himself to protect Hiro at all costs— not to step on Tadashi's brother toes or anything, but you know. He thinks Hiro is going to excel here very easily and respect that. And Hiro is still really young; he's always drawn to really young people since he doesn't have siblings. This doesn't mean he doesn't have faith in what Hiro can accomplish, tough. He was a little bit older than Hiro when he went into the war so.. he knows people grow up fast and Hiro seems very mature minded.
Also he has a cat and a big balloon guy. Zura has no probably kidnapping them and lying about it. Maybe they haven't reached a 'trustworthy friendship' stage just yet...

Katsura really puts Ryuko on a pedestal. He's fought alongside with her and has seen what a good fighter she is and anytime people are good with fighting, he really respects them. I almost think at this point he looks up to her for probably the weirdest reasons like somebody causing trouble enough to get in the papers or having .. apparently no shame in walking around in fighting-panty garb. He doesn't really get that since he is kind of a prude? But he thinks of it like crossdressing in his disguises to keep himself safe. it's a little embarrassing, but it has to be done ( and he does think he makes a pretty attractive lady. )
Any lewd comments he has ever made to her has been him not reading the atmosphere or being naive about talking to younger girls since he doesn't do it that often. Katsura thinks like a dirty old man and will deny it the second he is called out on it, but Ryuko isn't his age ( or middle aged ) for him to say anything perverted and mean it. He's just.. you know.. naive and awkward with that stuff— and I love the response he gets out of her.
He appreciates Ryuko's ambition and desire to rebel as you've probably noticed. It actually reminds him of himself. ( That should be an compliment— he really is a good leader! )
PS: She's also a part of the protect at all costs club, congrats. ♡
